Temple Beth-El is blessed with extraordinarily talented and inspirational leadership. Individually and collectively, our rabbis and our cantor possess warm sensitivity, spirituality, and intellect that cannot be fully described in words, but are best experienced in person. Our clergy complement one another, and each of them brings a love of Judaism and a passion for teaching to our synagogue members. They are loved and well-respected members of our Temple Beth-El family.

Judy L. Moseley, FTA

Executive Director

Judy has more than 10 years of professional experience working in the Jewish Community. Judy spent seven years as Executive Director of Congregation Beth Israel in Worcester, MA. Prior to this she worked two years as an Operations Manager of MetroWest Jewish Day School in Framingham, MA. She has also taught Hebrew School for 20 years. Before becoming a Jewish communal worker, Judy was a small business owner. For six years Judy was the President of J & M Bagel Inc. dba J & M Bagel & Bean Café. She was responsible for all aspects of building and running two successful bagel restaurant/ bakeries. She is a member of the Massachusetts Synagogue Council and URJ's National Association of Temple Administrators. Judy Moseley holds a BS degree in Gerontology and Volunteer Administration from University of Massachusetts, Amherst, a Master of Business Administration (MBA) degree from Northeastern University and is a FTA (Fellow in Temple Administration). Judy and her husband, John, are proud parents to son, Mark, a Robotics Research Software Engineer in Massachusetts, and daughter, Erin, is the Assistant Executive Director at Temple Emanuel in Newton, MA.

Steven Dulude


Steven has many years of non-profit accounting experience working in senior management positions. He has worked as the Finance Director for such organizations as: La Salle Academy, Rhode Island Parent Information Network, Corliss Institute and Westbay Community Action. He holds a BS degree in Accounting from Rhode Island College and a Human Resources Certificate from Bryant University. Steven is a member of the Newport Preservation Society and The Players at Barker Playhouse. His hobbies are singing, acting and traveling.

Joie Magnone

Director of Communications & Engagement

Joie Magnone has more than 15 years of professional experience working in the Jewish Community. She has worked in multiple synagogues throughout the Northeast, at the University of Rhode Island’s Hillel and as NFTY-NE’s Regional Advisor. Joie is passionate about engaging with her Jewish community and advocating for the needs of all who are in it. While she has spent the majority of her career as an educator and youth leader, she is excited to be branching out into other areas of synagogue life. Joie earned her Bachelor’s degree in Music from Westminster Choir College and earned her Master’s in Jewish Educational Leadership from HUC-JIR. She proudly serves on the boards of the University of Rhode Island Hillel and Jewish Collaborative Services. Joie and her husband, Zach, are parents to Elijah (9) and live in Warwick, RI.

Rachel Mersky Woda, RJE

Director of Youth & Family Engagement

Rachel comes from a long line of Jewish educators and communal professionals. After finishing an undergraduate degree in Judaic Studies and a Masters in Education and Human Development, both from The George Washington University, Rachel has spent the last 25 years working with a wide variety of non-profit organizations at the local, regional and national level including the U.S. Holocaust Memorial Museum, Hillel: The Foundation for Jewish Campus Life, the Union for Reform Judaism, the Bureau of Jewish Education of Rhode Island, the Jewish Federation of Rhode Island and Camp JORI. She has spent time working with all aspects of these organizations including fundraising, leadership development, and strategic planning while spending significant time in areas of experiential Jewish education. Rachel was in the inaugural cohort of Fellows in the Institute for Informal Jewish Education at Brandeis University and is a certified Reform Jewish Educator from the Union for Reform Judaism. Rachel is an associate with Mersky, Jaffe & Associates, a consulting firm that helps non-profit organizations with financial and human resource development. She serves on the Board of Trustees of the Jewish Community Day School of Rhode Island and on the Development and Gala Committees at Jewish Collaborative Services. She is also a member of the Rhode Island Chapter of the National Organization for Women (RI NOW) and represents them on the Coalition for Reproductive Freedom. Rachel lives on the East Side of Providence with her husband, Craig and their sons, Jordan and Elias.

Carl Shulman

Assistant Director of Youth & Family Engagement 

Carl joined the TBE team after  working at Temple Etz Chaim in Franklin, MA as their Senior Youth Engagement Advisor working with teens, parents and clergy to implement short and long term goals for youth leadership and institutional organization.  He was also their Haverim Coordinator where he created experiential programming using cooking, the arts, the environment and the media through a Jewish lens for teens from Etz Chaim and Temple Beth Torah, a Conservative synagogue in Holliston, MA. Carl also served on  the staff at Temple Beth Shalom in Needham, MA as a Jewish Learning Guide where he worked on curriculum development, worship planning, service projects, outreach programs and retreats. When not in the synagogue, you will find Carl on Lake Baboosic in Amherst, NH where he has been the Waterfront Director for Camp Young Judaea for almost a decade.
